修正对于缺少EEPROM的M92街机平台的兼容问题。难绷,eeprom是一个可读写存储器,根本不用dump成rom
但是某些游戏依赖,但实际没有意义。比如棒球小子(忍者棒球) 所以这里如果没有eeprom.rom,就创建一个空的eeprom数据 长度128(0x80)字节
